Navigating from the centre – How linkages across discourses, data and stakeholders impact public policy development

The evaluation function of the federal government offers a broad overview from the ship’s bridge on what is working and for whom in public policy programming. The session explores the impact of the evaluation function through bridging gaps in: (1) understanding terms and their application; (2) how terms are interpreted in approaches (contribution/attribution), data and analytical methods; and (3) communication and comprehension across stakeholders in policy, program and delivery. These bridges builds evaluators’ technical and interpersonal competencies by demonstrating analytical interpretation, specialized data collection obtained through exchange, negotiation, and partnership.

The session is a collaboration between an evaluator and a practitioner. It is innovative in building bridges between theory and practice to encourage policy analysts as evaluands to adopt design measurement practices at the outset of policy development.
