This short presentation focusses on lessons learned from piloting a Rapid Impact Assessment as a line of evidence for Employment and Social Development Canada's evaluation of the New Horizons for Seniors Program. Rapid Impact Assessment (RIA) produces qualitative evidence by comparing scenario counterfactuals with existing program design. This methodology provides a structured way to gather expert assessments of a program’s impact, leading to recommendations based on possible alternatives to design and delivery. The presentation focuses on the pilot's methodology, engagement of communities of interest, lessons learned, and utility. Evaluators are sometimes challenged to overcome 'program-centric bias' using conventional methodologies. RIA uses an interest-based approach to engage stakeholders, develop realistic counterfactual options, and analyse potential impacts for program beneficiaries.
