Navigating beyond projects and programs: Lessons learned conducting strategy-level evaluations

Most evaluation work focuses on either the design, implementation, or effectiveness of specific interventions -- usually single initiatives or projects, or ongoing programs. Increasingly, however, I find our clients are asking for support determining what program evaluation results mean for their organizations, and how to make use of them in a more strategic way. This work involves aspects of developmental evaluation, strategic planning and management consulting, and performance measurement, and the complexity of this mix parallels that involved in evaluating social innovations (SI). Like SI evaluations, navigating the complexity of strategy-level evaluations is both thrilling and daunting. I will present lessons learned conducting two developmental evaluations of funding strategies -- each involving more than a dozen grant recipient projects -- with a Canadian philanthropic organization, and invite participants to share their suggestions and experiences in this emerging area.
